The Unenabled Lavalon Currency Management and Adjustment Act 2004 (ULCMA-2004)
Whereas, this Act is unenabled until an Enabling Act is passed. That is, it is powerless until an Enabling Act is passed.
Whereas, one unit of Lavalon's currency shall be called the Euca, in honor of the Official Plant of Lavalon, the Australian Eucalyptus plant.
Whereas, the Euca shall be equal to the price of one ounce of copper, a metal which has historically been rising in value but is still available from hardware stores and the like.
Whereas, Lavalonian citizens can convert their US Dollars or Euros into Eucas by simply rounding the weight of their copper to the nearest whole number (round down if it is .5) and considering that number as the amount of Eucas he or she owns. Thus, the Euca is neither pretend (not fake) nor based on any other nation's possibly falliable currency.
Whereas, citizens can send their copper, in a box, to a Government address, and have it converted to digital currency that can be used online, or with special smart cards once such smart cards are available. The Government might have to sell the copper to obtain enough the money to purchase a digital version of the currency; this might mean that the digital currency could be less than the amount of copper sent to the Government to be converted. Thus, online-only transactions will always have a conversion fee in that respect.
Whereas, conversion from copper (Euca) to dollar or from copper (Euca) to digital Euca might be costly.
Whereas, it is likely that the Government should have in its treasury currency besides Copper Eucas and thus have some means of making transactions simpler and less costly for the citizens.
