The idea is very good. A couple of little clarifying things we might want to add:
-Which court handles it? My idea would be that Administrative grants patents and copyrights and Civil handles infringement cases. Infringement cases should be covered in that clause about compensation. -Include something about how a copyright holder can sell copyright rights.
