BASIC LAW 1 THE REPUBLIC OF LAVALON
1. This Basic Law hereby replaces, in its entirety, the existing Constitution of the Republic of Lavalon.
2. All citizens of the Republic of Lavalon under its previous Constitution have the right to remain citizens of the Republic. Citizenship may be renounced freely by any citizen of the Republic of Lavalon. Other rules pertaining to citizenship will be established by law.
3. All future Basic Laws of the Republic of Lavalon shall be considered as part of the structure established by this Basic Law.
4. There shall be a President of the Republic of Lavalon. The powers of the President shall be established by law.
5. There shall be a General Assembly of the Republic of Lavalon, which will be its main legislative body. This body shall comprise all citizens of the Republic of Lavalon. Its other powers will be established by law.
6. By a 2/3 majority of citizens casting a vote in the General Assembly, with a quorum of 2/3 active citizens voting, additional Basic Laws may be enacted as part of the structure established by this Basic Law.
6a. An Active Citizen is any citizen who has posted to the forums at least once in any given ten-day period unless first having notified the President, Vice-President, and Chancellor.
6b. Any citizens claiming that they were disenfranchised because of this may press charges to have their vote added to the end tally of the Act/Basic Law in question. Any changes to the passage of said Act/Basic Law will go into effect immediately at the close of the case.
7. There shall be a Chief Justice of the Republic of Lavalon. The powers of the Chief Justice shall include judicial review over the interpretation of this Basic Law and all subsequent Basic Laws and regular statutes of the Republic of Lavalon. Additional powers of the Chief Justice will be established by law.
8. There shall be a Cultural Office of the Republic of Lavalon. The purpose of this office shall be to create and defend a unique and developed Lavalonian culture. The names of officers of the Cultural Office and their powers will be established by law.
9. The General Assembly shall meet in virtual session directly after the passage of this Basic Law, with the object of creating further Basic Laws to build upon the framework established in this Basic Law. This virtual session will be held on the new forum boards for the Republic of Lavalon created by Chief Justice Nathan Shepard.
THIS BASIC LAW IS TO BE CONSIDERED ADOPTED ON THE BASIS OF 3/4 OF VOTES CAST IN THE LAVALON GENERAL ASSEMBLY.
THE AMENDMENT TO SECTION 6 WAS PASSED ON DECEMBER 11, 2004 BY A VOTE OF 4-1.

BASIC LAW 2 TEMPORARY EXECUTIVE FUNCTION
1. For twenty days after the passage of this legislation, President Zachary Klaas (if he is at that time President) shall have the following powers: a. To Draft and to Approve Treaties with other Nations and Organizations b. To Veto legislation passed by the Assembly besides Basic Laws c. To Hire and Fire a Cabinet and its Members in order to help in the duties of the President d. To be the Head of Security e. To be the final say on all matters of Culture, to be assisted by Jonathan Christophe who will have the simplified title "Culture Director" ("Kultjer Diréktor"). President can devolve to the Culture Director the power to approve of various cultural elements. 2. Matheu Vasroixe shall be the Vice-President of Lavalon for twenty days after this Act's passage and his consent will be required for the President to make cabinet appointments or judicial appointments. He shall have an appropriate internet forum in order to make pronouncements. He shall have the ability to serve in place of the President and with the President's duties if the President is absent for more than two weeks or resigns during the twenty-day period. The Vice-President shall be treated with full diplomatic recognition almost as if he were President.

BASIC LAW 3 HUMAN RIGHTS It is forthwith proposed that Lavalon adopt this Basic Law as the single, fundamental declaration of Lavalon's stance on human rights. These rights are as follows: - No human being shall be barred from speaking freely as they choose, except as is required in a free and democratic society.
- No human being shall be barred from worshipping as they choose. They shall not be barred by law or by unwritten custom.
- No human being shall be barred from believing what political philosophies they choose.
- No human being shall be forced to believe in a certain idea, dogma, or practice.
- No human being shall be barred from entering Lavalon and enjoying sanctuary solely because of their place of origin.
- No human being shall be barred from leaving Lavalon unless a crime or other arrestable violation has occurred.
- No human being shall be forced to leave Lavalon for any reason other than deliberate disregard for the basic human rights of others.
- No human being shall be barred from due process of the law or the right to representation by a lawyer.
- No human being shall be unjustly prosecuted.
- No human being shall be denied the right to petition.
- No human being shall be denied the right to freedom of the press.
- No human being shall be denied the ability to enter into civil union with another human being.

BASIC LAW 4 REGENT DEFENDER OF LAVALON
1. There shall be a Regent to be nominated by the President and confirmed by 3/4 vote of the General Assembly.
2. The Regent's title shall be His Excellency, Regent and Defender of Lavalon.
3. The Regent, with the assistance of the Cultural Policy Council, shall set, create, and defend the cultural elements of Lavalon, with the exclusion of Language, which is under the authority of Lavalon College.
4. A Cultural Policy Council, in which every citizen of the Republic of Lavalon has a right to membership, shall be created. This forum shall be dedicated to the creation and debate of Lavalon's culture.
5. The old position Director of Logos and Regalia Standards shall be replaced in effect by the position of Regent.
6. The Regent's bureau shall be called the Culture Ministry, and he or she shall have the power to hire and fire employees of that bureau.
7. In all decisions that effect the Culture of Lavalon as a whole, the General Assembly must consent with a simple majority vote.
8. All decisions made by the Regent, including hirings and firings, can be vetoed by the General Assembly with a simple majority vote of 1/2 or more in favor of a veto.
9. The Regent serves a term until death or removal from office. Like any other public official of Lavalon, the Regent can be removed by 3/4 vote of the General Assembly.
10. The Regent is the Head-of-State of Lavalon and should act according to diplomacy and international convention.
11. The Regent can call special sessions of the General Assembly.
12. The Regent cannot serve as a justice on the Supreme Court, the President, the Vice-President, or the Chancellor of the General Assembly during his time serving as Regent.
13. The Regent may only make decisions regarding culture.
14. The Regent must be treated as equal to every other citizen with regards to fees, properties, and privileges.
15. The Regent and CPC are part of a fourth branch of the government called the Cultural Branch.

BASIC LAW 5 HENZELLI'S RULES OF ORDER
1. All proposed legislation should first be proposed. It should follow with a motion to debate. This motion should then be seconded. The persons who motion, and second can not be the same.
2. After it is decided that debate has ended, one person shall motion a vote. Another shall second. The two should not be the same.
3. The vote should be considered passed or failed in accordance to the law.
4. The legislation shall be signed into law or vetoed in accordance with the law.
5. Rulings made by those chairing the General Assembly must be made in the interests of the General Assembly. The General Assembly shall have the right to appeal decisions of the chair. A motion to appeal a decision of the chair must be moved and seconded, and such a decision is reversed by a majority vote.

BASIC LAW 6 SUPREME COURT OF LAVALON
1. There shall be a Supreme Court of Lavalon, which has the right to hear all cases brought to any court of Lavalon.
2. There shall be a Chief Justice of the Supreme Court, who shall preside over the Court.
3. The number of justices (including the Chief Justice) on the court shall be set by Act of the General Assembly, but that number shall never be less than one or greater than nine.
4. All justices are appointed by the President but require consent of the Vice-President.
5. In absence of other justices on the court, the Chief Justice may give verdicts and or rulings alone; that is, until additional justices are added to the supreme court.
6. The justices serve terms of five years after being appointed.
7. Justices may be removed by 3/4 vote of the General Assembly.

BASIC LAW 7 THE EXECUTIVE BRANCH OF LAVALON
1. There shall be a President of the Republic of Lavalon, and he or she shall be the supervisor of the Executive Branch.
2. The President shall be the parliamentary president of his or her own cabinet council, which shall be composed of executive and federal departments.
3. The President shall be the signer of all treaties to or by the Republic of Lavalon to or by foreign nations, except when he or she specifically delegates this authority to a member of his cabinet council.
4. The President shall have the power to veto Acts of the General Assembly. A presidential veto can be either a line-item veto or a whole-text veto. The General Assembly can override presidential vetos. If the President does not veto an Act, he must sign it into law within a month of its passage--or else the Act dies and does not become law. Once an Act shall have been signed, the Supreme Court shall be able to declare the Act unconstitutional.
5. The President shall be the chief director of security, and he or she or a designated subordinate shall alone have the power to classify public information in order to preserve national security and freedom; however, the Supreme Court can declassify any peice of public information.
6. The President shall be the chief ambassador of diplomacy. The President or a President's designated subordinate shall have the power to establish and name ambassadors, establish consulates, and appoint consuls. The President can hire or fire anyone in his state department.
7. The President shall be elected January 5 of each year by the citizens of the Republic of Lavalon with a plurality (not necessarily a majority, just the candidate who gets the most votes) of citizens voting in favor of him or her. The runner-up in that election shall become the Vice-President; if there is not a runner-up or the runner-up does not accept the Vice-Presidency, then the President shall appoint a Vice-President.
8. The President may serve unlimited, single-year terms.
9. The Vice-President shall be a member of both the President's cabinet, and the Executive Branch.
10. If the President is absent from Lavalon for more than one month, the Vice-President shall assume the duties (but not the title) of the presidency , yielding them back to the President upon his or her return to Lavalon.
11. If the President falls extremely ill, dies, or resigns, the Vice-President shall become the President and a new Vice-President shall be appointed by the former Vice-President.
12. If the Vice-President falls extremely ill, dies, or resigns, the President shall appoint a new Vice-President.
13. The President, the Vice-President, and any member of the cabinet can be removed from office by the General Assembly.
14. The Supreme Court can declare certain decisions of the Executive Branch to be unconstitutional.
15. The General Assembly may pass Acts as necessary to further define the rights and responsiblities of the Executive Branch.

BASIC LAW 8 THE LEGISLATIVE BRANCH OF LAVALON
Basic Law: The Legislative Branch
1. The Legislative Branch's primary organ is the General Assembly; secondary organs of this branch can be created or destroyed by the General Assembly so as to simplify the duties of the General Assembly or to improve or add upon the functionality of the Legislative Branch. However, only the General Assembly can pass Basic Laws or Acts; also, only the General Assembly can remove an official from his or her office.
2. Two-thirds of Lavalon citizens voting in favor of a proposed action of the Legislative Branch constitutes a special majority.
3. The General Assembly has the power to pass Acts with a simple majority of Lavalon citizens voting. The President of Lavalon shall also have a special legislative power to enact legislation by means of his or her vote alone; however, the General Assembly may repeal legislation enacted this way by a simple majority vote.
4. The President of Lavalon can veto Acts that shall have been passed by the General Assembly, in which case the General Assembly can override the President's veto with a special majority of Lavalon citizens subsquently voting in favor of the legislation.
5. The General Assembly can remove any official, employee, or volunteer of the Executive or Judicial from his or her office with a special majority in favor of the removal.
6. The General Assembly can create cabinet positions and create cabinet departments. This are known as federal departments, and are not under the control of the Executive Branch except in that their directors have the right to participate in cabinet meetings with the President. The Executive Branch shall not interfere with their duties however.

TREATIES
1. The Republic of Lavalon should strive to create treaties with other micronations. 2. Treaties made by other micronations shall be debated in the General Assembly and changes shall be proposed. 3. After debate has been done, the General Assembly should vote on the treaty and it shall be passed with a majority vote. 4. The President shall sign the treaty along with the head of the micronation that the treaty concerns. 5. If the micronation that is a part of the treaty changes its policies, the treaty will be nullified if the policy change directly affects part of the treaty. 6. The Republic of Lavalon reserves the right to deny a treaty from a micronation.

BASIC LAW 10 CONSPIRACY
1. Conspiracy shall be defined as plotting in secret to achieve a political goal through manipulation of the system. 2. From the establishment of this law conspiracy shall be a crime. 3. This shall be punishable by the relinquishing of any government offices and a two week censoring of the individual in the general assembly, the cultural policy council, and any other legislative branch of the government. For those two weeks the individual can not be appointed to any government office. 4. If the president is found guilty of conspiracy there must be a general assembly run investigation into who else in the administration was involved if anyone, concentrating on the Vice-President. 5. No citizen may be charged with crimes that were not illegal at the time of the occurance.
