In order to prevent the founding of political parties that have no purpose or place in the Lavalonian political structure, BE IT ENACTED, by the General Assembly of the Republic of Lavalon here assembled in Lavisitya, as follows:
Clause 1: Political parties may only be founded by Lavalonian citizens.
Clause 2: For official incorporation as a political party, an organization must file a request for political party formation with the Political Congress, and the Political Congress shall approve or deny of this application. This request must include the name of the party and a summary, in 100 words or less, of the party's main goals and ideology.
Clause 3: Political parties that have not been approved by the Political Congress are merely interest groups and may not particiapte in the Political Congress or maintain any of the other traditional vestiges of a political party.
Clause 4: A request for political party incorporation that is denied by the Political Congress may be appealed to the Administrative Court. The decision of the Administrative Court is final.
Clause 5:Political parties in existence at the time of the passage of this bill shall be grandfathered into official existence; they will not require the approval of the Political Congress. However, all political parties not founded by Lavalonian citizens will be dissolved upon the passage of this bill.
Clause 6: Groups may also register as "humor groups." Such groups are similar to political parties in that they maintain platforms, but are geared more towards humor than actual politics. A humor group must register with the Department of the Interior.
