Would this be under the Admin Court's jurisdiction?
Nevertheless, there is no law against using "low-quality" forums.
The only grounds you have for a lawsuit is if you wish to charge Neem with treason (intentially harming the government).

If you won't charge Neem with treason, then you have no grounds for a trial as there are no laws so no one can be found guilty or not guilty.
The court should only make the government do something if there was a violation of the law.

he was chargeing the Neem Administration with useing low quality forums that could damage national security, etc because of no backups (even though they ARE backed up)
