I personally would like to see option 2. the dealings should be open to all, but actual discussion should be limited to delegates.

As per the Socialist platform (I have accomplished things Nate. It's just it's hard to measure political activity of a single-member party. Yes...I read every forum and thread I can see. ;D), I have voted for option 2. "The public's business should be done in public."

Let's face it, some things, especially political wheelings-and-dealings, are better kept private. So of course I voted for option 1.

I want everyone to be able to see it, but I don't want everyone to be able to take part in its discussions. If we are going to allow that, we might as well make the Political Congress a directly democratic body.

When I typed up the proposal, I had it in mind that the Political Congress be the place for all political in-fighting between parties instead of the General Assembly.
This should NEVER become a second legislative chamber unless we get a few dozen citizens who believe the parties as a whole should have some influence over the legislature. And even then I wouldn't support it becoming a second legislative chamber.
But the public's business should be done in public, and political in-fighting is public business.
Another reason I proposed this was that I believed the parties were growing stagnant. Political parties are what make liberal democracies so great. If they're stagnant, why have them? And so came the purpose of having ONE representative from each party here. That way the party members would have to discuss things among themselves, and the representative would become a true party representative in representing his party's communal views.

It won't become a second legislature, but Mr. Vice President, if you intended it to be the fighting place, you should have worked that into the legislation. There's always the potential for an amendment if you feel that strongly, but it is my belief that political fighting takes place in politics.

I know that political fights take place in the political world, but I figured this would be a good place to help contain it if it gets out of hand, and also a place to douse the camp-fire before it erupts into a bon-fire.
I'm sorry if it wasn't clear in the legislation or my explanation thereof, but now that it's here, it'll evolve as it will.

When I read the legislation for the Political Congress I had visions of a room behind the General Assembly in which Henzelli and the other Bagelcraticans (except for neem) were sitting around a table topped with playing cards, coffee mugs, and cigar ashes. Henzelli then said, "Looks like we're in control for good." Nate starts cackling, then everybody starts laughing, including Klaas. (Where'd he come from?)
Klaas takes a swig of coffee and announces he's proud of "the crew" for all it's "good work". The players hee-haw some more. Z pulls out a flask of something, and Nate tells some jokes. One last poker game. Just another night with "the good 'ol boys".
So I am exagerrating somewhat. I don't think this Political Congress business is all bad. I just don't want it surpassing or hindering the General Assembly. I certainly don't want it becoming a secondary organ of the General Assembly. Because of these and other concerns I chose to vote ABSTAIN.
If things do turn for the worse, I will call for a revote, because Neem and Z wanted to vote NAY and I would too.
