The Union Act
Section 1: The Treaty of Union with Natopia, Faronia, and New Germany is hereby approved:
A Treaty of Union
Between
The Kingdom of Faronia
and
The Republic of Lavalon
and
The Sovereign Imperial Republic of Natopia
and
The Socialist State of New Germany
Recognizing the need to unite together to encourage growth and preserve themselves, the Signing Nations hereby enter into this Union and submit themselves to the articles of this treaty.
Article 1
The responsibility of foreign affairs of the Signing Nations will be ceded to Natopia. Signing Nations will be responsible for notifying their treaty partners of this change. Natopia must honor any treaties that are maintained between a Signing Nation and their treaty partner.
Article 2
All citizens of the Signing Nations shall become Natopian citizens with residency in the country where they currently hold citizenship. In the future, it will not be possible for people to apply directly for citizenship in one of the Signing Nations; he or she must apply for Natopian citizenship and then apply for residency in one of the Signing Nations if they so choose.
Article 3
The internal affairs of the Signing Nations will not be affected and no Signing Nation has authority over the internal affairs of another Signing Nation. Laws of one Signing Nation will have no force in another Signing Nation.
Article 4
Essential government institutions of Signing Nations will be relocated to Natopia. The Government of Natopia will make every convienence available to the other Signing Nations in order to facilitate their initial move and continued residence within Natopia. However, Signing Nations may choose to continue maintaining their own forums, but if they do, they must have a Special Consulate on the Natopian forums to keep the government of Greater Natopia informed about local affairs.
Article 5
There will be a council located in Natopia to ensure responsible handling of the Union's foreign affairs. A representative from each Signing Nation, to be chosen in any manner by the Signing Nation, will sit on this council. The council may intervene in matters of foreign affairs that it sees as detrimental to the Union. The council may veto a treaty with three-fouths of the council in agreeance.
Article 6
A Signing Nation may submit a Request for Withdrawal to the council established in Article 5. The Request must detail the Signing Nation's reasons for withdrawing. Exactly three weeks after the Request has been submitted, the Signing Nation may withdraw.
Article 7
This treaty will go into force once three nations ratify it. The council established in Article 5 may amend this treaty by a unanimous vote.

Section 2: Lavalon will relocate its forums to the Natopian forums, with these forums being retained as an archive. The Cabinet will work with the Natopian government to decide what forums will be created in Natopia.
Section 3: Upon ratification of the treaty, the Department of State will be dissolved and replaced by a Department of Intergovernmental Affairs responsible for Lavalonian representation in Natopia. The Secretary of Intergovernmental Affairs shall sit on the foreign affairs council established in Article 5 of the treaty. The Secretary and Undersecretary of State will become the Secretary and Undersecretary of Intergovernmental Affairs.
